Keith Markley, President & Chief Executive Officer

Keith MarkleyAs Chief Executive Officer, Mr. Markley oversees all of Liberty’s operations. Prior to joining Liberty, Mr. Markley held several executive positions in the communications industry with leading high technology companies serving as President and COO of DSL.net, Group President of Covad Communications and Vice President - General Manager of Brooks Fiber Communications. He is also a former elected official, serving two terms in the New Hampshire House of Representatives. He is a Commercial rated pilot with Multi-Engine, Instrument and CFII ratings.

Paul Bartlett, Chief Operating Officer

Paul Barlett

Mr. Bartlett is responsible for engineering, operational planning and certification for Liberty. He is the former Chief Executive Officer for Britten-Norman Ltd (BNL), manufacturer of the Islander and Trislander line of aircraft. At BNL, Mr. Bartlett also held the positions of Customer Services Director, Chief Engineer and Accountable Manager for its JAR 21 and JAR 145 programs. He also served as a Director on the main Board of BNL's parent company, Biofarm, Inc. and held engineering and executive positions at British Hovercraft and GKN Westland Aerospace in the United Kingdom. He is an approved CAA and UK Ministry of Defense airframe stress and structures signatory.

Scott Meder, Chief Financial Officer

Scott MederMr. Meder's responsibilities include management and oversight of the finance, accounting, information technology and purchasing functions. Prior to joining Liberty, Mr. Meder was the Chief Financial Officer of the Scott Fly Rod Company. Earlier in his career, Mr. Meder was a business consultant and auditor for Coopers and Lybrand LLP where he obtained his CPA certification. Mr. Meder graduated from the University of Arizona in 1986 with a B.S. in accounting. In 2004 Mr. Meder was awarded the Certified Internal Audit designation.

Margaret Napolitan , VP, Chief Safety and Regulatory Compliance Officer

Ms. Napolitan is responsible for managing all aviation safety related matters to include on-site air safety investigations, compiling aviation statistics, and identifying safety trends.  She monitors compliance with federal, state, and local regulatory requirements, staying abreast of laws and regulations that might affect the organization's policies, procedures, and certifications. Ms. Napolitan has an extensive background in aviation and aviation safety advocacy.  She is a private pilot with aircraft single engine land, multi-engine land, instrument, and advanced ground instructor ratings.  She served as an Aeronautical Engineer and Air Safety Investigator for Douglas Aircraft Company and the National Transportation Safety Board and as Vice President of Health, Safety and Environmental Affairs for New Piper and BBA Aviation Shared Services.  Ms. Napolitan graduated from Embry-Riddle Aeronautical University with a Bachelor of Science in Aeronautical Engineering and a Masters of Aeronautical Science specializing in Aviation/Aerospace Operations, and a Juris Doctor from Barry University School of Law.  Ms. Napolitan is a member of the Florida Bar.
